Abuja, Nigeria – December 21, 2025 – The Independent Corrupt Practices and Other Related Offences Commission (ICPC) has summoned billionaire businessman Aliko Dangote to provide further details on his petition accusing former Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA) CEO, Farouk Ahmed, of corruption, abuse of office, and economic sabotage. The invitation follows Dangote’s formal submission of the petition on December 16, amid escalating tensions in Nigeria’s petroleum sector.

Dangote, President of Dangote Group, alleged in the petition—signed by his lawyer Ogwu J. Onoja (SAN)—that Ahmed embezzled public funds, including over $7 million spent on his four children’s education in Swiss schools over six years. This includes $5 million for secondary education and upkeep, and $2 million for tertiary studies, such as $210,000 for Faisal Farouk’s 2025 Harvard MBA. Dangote claimed Ahmed’s public sector earnings could not justify such expenditures, labeling it as corrupt enrichment and a violation of Section 19 of the ICPC Act, which carries a potential five-year jail term without fine.

The petition further accused Ahmed of colluding with international oil traders by issuing import licenses for refined petroleum products, undermining local refining efforts like Dangote’s Lekki refinery. Dangote described this as “economic sabotage stronger than drug cartels,” threatening Nigeria’s energy security and industrialization. He offered to provide evidence and urged Ahmed’s arrest, investigation, and prosecution.

ICPC spokesperson John Odey confirmed receipt of the petition, stating: “The ICPC wishes to state that the petition will be duly investigated.” No immediate comment was available from Ahmed or NMDPRA, though the agency previously dismissed similar allegations as a “smear campaign.” Ahmed resigned on December 17, alongside NUPRC CEO Gbenga Komolafe, with President Tinubu nominating successors.

The summons to Dangote aligns with ICPC’s investigative process, requiring the petitioner to substantiate claims. This development intensifies scrutiny on Nigeria’s petroleum regulators amid ongoing fuel price wars and refinery disputes.
