[Profile Watch] Paul Omatseye Fregene
”’Paul Omatseye Fregene”’ (born February 5, 1968), commonly known as ”’Dr. Paul Fregene”’, is a Nigerian public administrator, political consultant, and community leader. He served as the Secretary to the Local Government (SLG) of Ejigbo Local Council Development Area (LCDA) in Lagos State, where he played a key role in local governance, community development, and ethnic integration. Fregene is also recognized for his leadership in the Africa Political Consultant Association (APCA) Nigeria chapter and his advocacy for South-South interests in Lagos. A statistician by training, he has transitioned from corporate roles in energy and consulting to public service, emphasizing loyalty, humility, and progressive policies.
Early life and education
Paul Omatseye Fregene was born on February 5, 1968, in Lagos, Nigeria, to the late Mr. Godwin Fregene and Mrs. C.A. Fregene. Raised in a family with ties to Lagos’ vibrant communities, he developed an early interest in public service and community harmony.
Fregene attended the University of Lagos Staff School for his primary education, followed by St. Finbarr’s College in Akoka for secondary schooling. He pursued higher education at Yaba College of Technology, where he graduated with a degree in Statistics. His academic background laid the foundation for analytical roles in his early career.
Career
Early professional roles
Fregene began his career in data and consulting, leveraging his statistics expertise. He worked at the Bureau of Statistics, where he honed skills in data analysis and public policy. Subsequent roles included positions at Alfa Beta Consulting Ltd., Chevron Nigeria Ltd., D & H Limited, and James Bay Nigeria Limited, focusing on energy, consulting, and business development.
Public administration and local government
Fregene entered public service as the Secretary to the Local Government (SLG) of Ejigbo LCDA, a position he held for several years. In this role, he represented the Executive Chairman, Hon. Monsuru Oloyede Bello (OBE), in various capacities, including community engagements and policy implementation. He advised on youth vigilance, family welfare, and local security, often emphasizing careful oversight of wards to prevent social issues. His tenure focused on fostering peaceful coexistence among diverse ethnic groups in Ejigbo, including Yoruba, Igbo, and Hausa residents.
As SLG, Fregene was involved in key events, such as receiving symbolic anointings on behalf of the chairman and participating in infrastructure projects like road reconstructions. By late 2024, he transitioned from this role, earning recognition for his dedication to local progress.
Political consulting and advocacy
In January 2024, Fregene was appointed Secretary General of the Nigeria chapter of the Africa Political Consultant Association (APCA), following virtual executive meetings led by international figures like Mr. Kip Kirui and Mr. Tope Ajayi. His exposure to APCA began in 2019 in Ethiopia, continuing through Senegal (2022) and Morocco (2023). In his acceptance speech, he advocated for vivid African content in political campaigns and thanked mentors like Hon. Kehinde Bamigbetan, former APCA President and Special Adviser to the Minister of Solid Minerals. The chapter’s President, Mrs. Temitope Lakisokun, commended his commitment, predicting transformative changes.
Fregene is also a chieftain of the South-South Group in Lagos State, where he has pledged unwavering support for the state’s progress. He highlighted the group’s 40-year harmonious relationship with Lagosians, including political appointments and electoral mobilizations for the All Progressives Congress (APC). He noted cultural ties, such as historical links to Chief Obafemi Awolowo and inter-ethnic royal connections.
Personal life
Fregene is married to Oluyinka Fregene, and the couple maintains a private family life while engaging in community activities. He is described as humble and loyal, with a passion for people-centered leadership. His birthday celebrations, such as in 2021, were marked by low-key events due to the pandemic, drawing tributes from across Nigeria for his popularity and dedication.
